Permanent/Atomic notes have no required destination. As said in How to Take Smart Notes - Sönke Ahrens, they should not be treated as outputs of a purpose, but inputs to a future one you haven’t discovered yet.
The see also section and the virtFolder plugin reinforce this re-discovery of notes. The first one, by organically linking related notes one to each other you follow the graph of though; the second, even if they are not linked together, scrolling throught the notes will potentially create new connections, like in the original physical zettelkasten.
